A Municipal Aggregation Plan will enable the Town of Hopkinton to purchase sustainably produced electricity at negotiated group rates. All electricity consumers, including residents, business owners, and the town itself, stand to benefit.
Advantages
Freedom of choice: Each consumer will choose between three options which offer different balance points between sustainability and cost. Consumers also have the opportunity to opt out of the program altogether, without penalty.
Price: For at least one or two options, it is likely that consumers will see lower energy bills. Although lower prices are not guaranteed, data from other towns overwhelmingly suggest that lower prices are likely.
Stability: The negotiated rates will stay in effect for three years, protecting consumers from price fluctuations.
Smooth transition: Those receiving their bills from Eversource will continue to do so; only the rate will change. Specialized programs such as payment plans or assistance remain as is.
Nearly all of the towns surrounding Hopkinton have already implemented Municipal Aggregation Plans.
History
In 2013 the voters at Annual Town Meeting authorized the Select Board to investigate the possibility of entering into a Municipal Aggregation Plan. The Select Board reviewed a proposal in 2016 and decided not to move forward at that time. Subsequently, further data was gathered from surrounding towns, and the Select Board reconsidered. In 2023, MassPowerChoice was selected as Hopkinton's vendor and consultant. In early 2025, the Mass Department of Public Utilities approved the plan. Rollout, including community engagement and education, will continue in 2025.
